PROBLEM TO BE SOLVED: To provide a cationic emulsion composition of a high-polymerization degree organosiloxane exhibiting good stability, and a manufacturing method of the composition that permits the acquisition of the composition by polymerization in a relatively short time. SOLUTION: The cationic emulsion composition of the high-polymerization degree organosiloxane comprises (A) a polydiorganosiloxane of the formula: HO-[R<SB>2</SB>SiO]<SB>n</SB>-H (wherein R is a monovalent organic group; and n is a positive number) having a viscosity of at least 300 Pa s, (B) a cationic surfactant of the formula: Q<SB>3</SB>(CH<SB>3</SB>)N<SP>+</SP>-X<SP>-</SP>(wherein Q is a monovalent organic group; and X is a halogen atom or a monovalent carboxy group), and (C) water. The manufacturing method of the composition comprises emulsifying and dispersing (D) a polydiorganosiloxane of the formula: [R<SB>2</SB>SiO]<SB>x</SB>(wherein x is 3-20) or the formula: HO-[R<SB>2</SB>SiO]<SB>y</SB>-H (wherein y is 2-100), (E) an organoalkoxysilane of the formula: (YO)<SB>2</SB>SiR<SB>2</SB>(wherein Y is an alkyl group) if occasion demands, and (B) and (C) above, and carrying out polymerization in the presence of an alkali catalyst at 0-90°C for 10-150 hr followed by neutralization with an acidic compound.
