<P>PROBLEM TO BE SOLVED: To determine the authenticity of a slip of paper even when the surface of the slip of paper is smooth, to eliminate the need of strictly adjusting an illumination direction and the position/posture of the slip of paper when detecting characteristics of the slip of paper and to prevent a person familiar with a authenticity determination method from forging the slip of paper. <P>SOLUTION: In determining the authenticity of the slip of paper, a transmission image is used to determine the authenticity of the slip of paper. A slip of paper featured value is collectively managed in a database.
