PROBLEM TO BE SOLVED: To provide a noncombustible board having high fireproofness and light weight, exhibiting high tensile strength perpendicular to the board surface and peeling strength as a building material such as decorative laminate and having sufficiently high surface smoothness. SOLUTION: A noncombustible pressboard is produced by mixing sepiolite, an epoxy resin/phenolic resin, etc., in a material mixing step S1, adding a binder for consolidation/aggregation in an aggregation step S2 to prepare a slurry, forming a wet sheet having a thickness of about 0.8 mm and a water-content of 60-70% in a paper-making step S3 by forming the slurry containing aggregated flock, laminating several wet sheets in a lamination step S4 and hot-pressing in a hot-pressing step S5 to apply pressure and heat at the same time and cause thermosetting of the material in the case of using an epoxy resin, etc. A noncombustible board having smooth face on at least one surface is produced by cooling the noncombustible pressboard, applying a water-based organic-inorganic mixed binder to the surface in a water-based binder application step S6 and pressing and drying the product with a hot-press in a pressing and drying step S7.
