A vehicle parking stopper and a manufacturing method thereof are provided to prevent the stopper from being broken when a wheel bumps by installing a frame to return back after slipping. A vehicle parking stopper installed to be bumped by a wheel at a park lot comprises an anchor bolt(40) inserted in the surface to be fixed; a slip member(50) with elastic force horizontally moving by load horizontally applied to the anchor bolt, combined to other end of the anchor bolt and placed on the surface; a frame(20) of which lower surface laid on the surface, wherein the slip member is combined, supported by the anchor bolt; and a locking bar(60) fixing the frame to the anchor bolt by being combined to an upper side of the slip member and the frame in the frame. When a vehicle wheel bumps to the frame and load is applied to the frame, the frame is supported by the anchor bolt and the stopper is pushed by the elastic force of the slip member. When the applied load is removed, the frame returns back.
