PROBLEM TO BE SOLVED: To provide a stream controller, a stream enciphering/deciphering device, and a stream enciphering/deciphering method such that change in data processing system does not affect buffer control when data transfer between processing blocks which perform data processing, such as ciphering/deciphering processing, for a stream by a plurality of data processing systems differing in amount of data to be processed and processing time, is carried out through a buffer. SOLUTION: An AES processing part 40 monitors amounts of data storage of a buffer 30 and a buffer 50 and executes a readout instruction for the buffer 30 according to the result. A DES processing part 60 monitors amounts of data storage of the buffer 50 and a buffer 70, and executes a readout instruction for the buffer 50 according to the result.
