PROBLEM TO BE SOLVED: To improve a degree of freedom in connection systems, connection charges and services independent of a mobile network operator by enabling call processing services at the side of a mobile virtual network provider while separating call processing services of the mobile network operator from the mobile network operator. SOLUTION: In a VoIP conversion section 52 provided to a mobile switching center (MSC), an audio signal and an IP packet in a radio interface 51 interconnected with a radio base station (NodeB) 3 and a radio network controller (RNC) 4 are inter-converted and in a call processing section (CA) 10 provided separately independently of the radio interface 51, call processing of communication established by an IP packet from the VoIP conversion section 52 is executed on the basis of location information or the telephone number of a call originating destination.
