<p><P>PROBLEM TO BE SOLVED: To provide a device for encoding an image, that outputs an image stream which speedily be reproduced and can easily be edited even from a halfway point in the image stream without spoiling encoding efficiency. <P>SOLUTION: When an IDR picture decision section 103 determines, on the basis of camera control data from a camera section 101, that the operation of the camera section 101 meets conditions of inhibition of reference jumping over frames, an encoding section 102 sets a frame before the operation starts or after the operation ends as an IDR picture according to the decision result, compresses and encodes the image so that the reference jumping over frames is not performed, and thus compresses and encodes the image without spoiling encoding efficiency, so that the image stream which is speedily reproduced and is easily edited from halfway in the image stream, is output. <P>COPYRIGHT: (C)2007,JPO&INPIT</p> |
