PROBLEM TO BE SOLVED: To compactly collect original emergency articles, for example, fiber and paper products required urgently for the daily life of an individual such as a sleeping bag, a blanket, a towel, a cloth, an underwear, a foldable bucket, a paper diaper, personal information needed for life, money or the like at home and fiber and paper products needed for a disaster at a local government, a school, a hospital, a workplace or the like, and protect them from rain, snow or the like and carry them easily at a disaster, and stock them in a large amount and sanitarily and for a long period of time. SOLUTION: The articles (2) are put in an oxygen barrier laminate bag (1) and the bag is closed by a sealing device (3) while securing a part (4) to draw out air in the bag. A suction hose (6) attached to a treatment device (5) capable of performing vacuum packing is inserted into the part (4) to draw out the air, and the air in the bag is sucked and when the vacuum packing is confirmed, the bag is closed further by the sealing device (3).
