PROBLEM TO BE SOLVED: To provide a technique for determining the direction of documents with higher precision; and to determine even the direction of document images that could include a plurality of reduced documents in one sheet of document. SOLUTION: A document image is divided into a plurality of split images (S100). A process for specifying the character region of the largest area in the split image is performed for each of the split images (S104). For the character region specified, scores are calculated every predetermined angle. The scores calculated every predetermined angle are distributed to the split images that contain part or the whole of the character region (S113).
