PROBLEM TO BE SOLVED: To provide a control device for an operating system capable of operating a predetermined movable body at safe speed by the operation of an operating lever when abnormality occurs to an operation detecting means for detecting the angle of the operating lever. SOLUTION: A total value of voltage that shows the angle of the operating lever, of detection signals output by first and second detecting parts 33, 34 of the operation detecting means 32 is compared with a normal value of the total value by an abnormality determining means 43 to determine whether the operation detecting means 32 is normal or abnormal. When the operation detecting means 32 is normal, a target value corresponding to the voltage of the detection signal of the first detecting part 33 is computed by a target value computing means 44, and when it is abnormal, a target value corresponding to the smaller one of the angle shown by the voltage of the detection signal of the first detecting part 33 and the angle shown by the voltage of the detection signal of the second detecting part 34 is computed by the target computing means 44, and actuators 30A, 30B related to the operation control of the movable body are controlled to operate the movable body so as not to exceed the speed corresponding to the actual angle of the operating lever 31.
