PROBLEM TO BE SOLVED: To prevent combustion deterioration accompanied by shift operation during idling. SOLUTION: This control device for an internal combustion engine is provided with a lift operation angle variable mechanism 10 capable of continuously controlling expansion/contraction of a lift operation angle of an intake valve 1; a phase variable mechanism 20 for advancing/retarding a phase of a lift central angle of the intake valve 1; and an automatic transmission. Intake air quantity during idle operation is controlled by using mainly the lift operation angle variable mechanism 10 and the phase variable mechanism 20. When a non-traveling range is selected by the automatic transmission during idle operation, close timing of the intake valve 1 is controlled so as to be retarded compared to the close timing of the intake valve 1 when a traveling range is selected by the automatic transmission during idle operation. Due to this, when the traveling range is selected by the automatic transmission, pump loss can be reduced by advancing the close timing of the intake valve 1, and when the non-traveling range is selected, combustion deterioration can be prevented by retarding the close timing of the intake valve 1.
