PROBLEM TO BE SOLVED: To avoid that a worker falls on the ground when a predetermined impact tensile load acts on an upper lateral frame 12 in a handrail inner direction in such a state that the hook F of a safety belt A is fixed to the upper side frame 12 of a handrail body 7. SOLUTION: Each of the right and left vertical frames 11 of the handrail body 7 is divided into two parts at an upper predetermined height position above a lateral rail 14a mounting position. A steel plate piece P is inserted between the divided end parts 11a and 11b thereof so that the plate face thereof faces the handrail in the inner and outer directions. The plate piece P is fixedly welded to the upper divided end part 11a and the lower divided end part 11b of the vertical frame so that the plate piece P can be bent between the divided end parts 11a and 11b of the vertical frame 11 when the predetermined impact tensile load acts on the upper lateral frame 12 in the handrail inner direction in such a state that the hook F of the safety belt A fixed to the body of the worker is fixed to the upper lateral frame 12 of the handrail body 7.
