PROBLEM TO BE SOLVED: To effectively use individual filter cloths, in a filter of a multi-layer structure comprising a plurality of the filter cloths laminated. SOLUTION: The filter 30 filters foreign matters in fuel. The filter 30 has a first filter cloth 36 and a second filter cloth 32 placed in the downstream of the first filter cloth 36 and having a filter pore size smaller than that of the first filter cloth 36. An intermediate layer 34 allowing foreign matters of a particle size larger than the filter pore size of the first filter cloth 36 to pass through is formed between the first filter cloth 36 and the second filter cloth 32.
