PROBLEM TO BE SOLVED: To inexpensively provide polyether based polyurethane foam of good quality with fine and rigid cells cheaply. SOLUTION: This polyurethane foam is manufactured by reacting a polyol component with an isocyanate component in the presence of a foaming agent and a catalyst, wherein the polyol component consists of a hydroxy-terminated prepolymer obtained by reacting a polyether polyol and an isocyanate, alone or in combination with the polyether polyol in a range of 10-50 wt.% that is used as a row material when producing the hydroxy-terminated prepolymer.
