PROBLEM TO BE SOLVED: To effectively inhibit gelling of a sealing agent caused by latex aggregates by efficiently removing the latex aggregates from the sealing agent. SOLUTION: A rubber latex, a resin emulsion, a surfactant and a prescribed amount of water are mixed in a liquid-preparation container 12 to prepare a mixed solution 14, and an antifreezing agent 18 is added to the mixed solution 14 to prepare a sealing agent material liquid 20. The sealing agent material liquid 20 is kept still in the liquid-preparation container 12 without stirring for at least 24 hr, preferably at least 48 hr, and subsequently filtered with a filter medium 26 comprising a mesh filter with a mesh number of 50-400 mesh to remove the latex aggregates 36 produced in the sealing agent material liquid 20 and to manufacture the sealing agent 10 free of latex aggregates 36.
