<P>PROBLEM TO BE SOLVED: To achieve a cyclic service without deteriorating memory efficiency. <P>SOLUTION: When the retrieval of the "latest" data is instructed by a user, an application which achieves a cyclic service commands a non-contact IC chip to retrieve a "block index 0". The non-contact IC chip derives a "block index 2" as a block index expressing the latest data requested by the user from the relation between the "block index 0" designated from the application and the number (for example, 3) of blocks assigned to the cyclic service, and provides the block whose block index is set with the value of "2" to the user.
