PROBLEM TO BE SOLVED: To provide a rotating grinding wheel capable of suppressing breakage due to pressure and the like from the outside, keeping grinding performance good, and ensuring safety at the time of work. SOLUTION: In a cutting grinding wheel 1, an abrasive grain layer 3 is provided on an outer peripheral surface side of a disc-shaped base plate 2. An attaching hole 4 is provided at the center of the base plate 2. A projecting portion 6 is provided at a border portion between the base plate and the abrasive grain layer 3, and filamentary materials 5 are attached to both sides of the projecting portion 6 at first ends, thereby forming the abrasive grain layer 3. By the filamentary material 5, the strength between the base plate 2 and the abrasive grain layer 3 can be improved, and even if the rotating grinding wheel is bent due to external pressure and the abrasive grain layer 3 is broken, the abrasive grain layer 3 can be prevented from dividing on a breaking surface.
