PROBLEM TO BE SOLVED: To provide a developing device, which develops an image by using two-component developer containing toner and carrier, capable of preventing the accumulation of the toner on a regulating member, thereby suppressing the occurrence of image noise. SOLUTION: The developing device includes a developer carrier 4 which carries and conveys the two-component developer 9 containing the toner and the carrier on its surface 4a. The developing device includes a plate-like regulating member 5 whose end 5a is arranged proximately to the surface 4a of the developer carrier so as to regulate the layer thickness (t) of the developer 9 on the surface 4a of the developer carrier. The developing device includes a shielding member 18 for shielding the surface 5b of the regulating member 5 equivalent to a downstream side in a developer conveying direction (a) by the developer carrier 4 from the developer 9 on the surface 4a of the developer carrier on the surface 5b of the regulating member 5.
