PROBLEM TO BE SOLVED: To provide a cushion material capable of securing air permeability as well almost without damaging the low repulsiveness of low repulsion urethane foam, to provide stuffing for a pillow capable of making it hard to change the position of the height of a head part even when used for a long period of time and a pillow provided with it, and to provide the cushion material having a new touch, the stuffing for the pillow, the pillow provided with it, and a manufacturing method of the cushion material further. SOLUTION: The stuffing M for the pillow is provided with a bag body 1, Inside the bag body 1, the small pieces 2 of the low repulsion urethane foam and deformable and shape-restorable pipe materials 3 made of a synthetic resin are filled such that the bag body 1 is inflated and turned to a state practically without a clearance. The small pieces 2 of the low repulsion urethane foam and the pipe materials 3 are filled by such a required mixing ratio that a mixture has the air permeability by the pipe materials 3 while having the low repulsiveness of the low repulsion urethane foam inside the bag body 1.
