Device to release at least an active substance comprises: a container (1) containing a first coat material, an absorption chamber (2) for absorbing an active substance and a flange (3) rotating at the openside of the chamber; a membrane (4) containing a second coat material comprising polyethylene foil with an ethylacrylate (5-50 wt.%) and/or ethylenevinylacetate (5-50 wt.%) related to the total weight of the polyethylenes, where the membrane is firmly mounted on the flange; and a protecting foil (5) containing a third coat material comprising polyvinyl alcohol. Device to release at least an active substance comprises: a container (1) containing a first coat material, an absorption chamber (2) for absorbing an active substance and a flange (3) rotating at the openside of the chamber; a membrane (4) containing a second coat material comprising polyethylene foil with 5-50 wt.% of an ethylacrylate and/or ethylenevinylacetate related to the total weight of the polyethylenes, where the membrane is firmly mounted on the flange; and a protecting foil (5) containing a third coat material comprising polyvinyl alcohol, where the protecting foil is mounted on the membrane, and is removed from the membrane by the hand or by pulling the foil. Independent claims are included for the preparations of the device, comprising producing the container by deep-drawing of the first coat material in the absorption chamber; producing the membrane by sealing the absorption chamber with the second coat material, where the sealing takes place in the area of the flange of the container and a small place in the absorption chamber is open with a composition of at least one active agent; filling the chamber with a composition containing an active agent; and producing the protecting film by sealing or laminating the membrane with the third coat material, where the sealing takes place at the area of the flange of the container of the membrane or on the area of the membrane; where the membrane producing step and the filling step is carried out vice-versa.
