An underground transmission pipe forming apparatus is provided to reduce defects by cooling the resin supplied during forming of an underground cable to an appropriate temperature. An underground transmission pipe forming apparatus comprises a molding die, a cooling water supply unit, and a driving unit. The molding die has a hollow main body with an inner surface on which a spiral corrugated groove is formed so as to mold the resin into an underground transmission pipe. The molding die has a cooling water channel(112) formed in the main body so as to allow for flow of cooling water. The cooling water supply unit is coupled around the molding die in the area of an inlet side of the cooling water channel in such a manner that the molding die is rotatable. The cooling water supply unit has a cooling water inlet port(211) communicated to the inlet side of the cooling water channel so as to supply cooling water to the cooling water channel. The driving unit provides torque to the molding die.
