An optical waveguide material capable of changing a refractive index without changing a Ta/Nb ratio. An example of an optical waveguide to which the optical waveguide material is applied is an optical waveguide which comprises an under-clad layer (1), and a core (2) formed on the under-clad layer (1) and being higher in refractive index than the layer (1). KTN (KTa1-X NbXO3), for example, is used for the core (2), and, for a clad layer, a material, having constituting elements part of which is substituted by at least one element out of Zr, Hf, Sn and having the same perovskite type crystal structure as that of KTN, is used. Therefore, the refractive index of KTN can be significantly reduced, and a degree of freedom of designing an optical waveguide device is enhanced.
