<p><P>PROBLEM TO BE SOLVED: To obtain a three-dimensional photonic crystal capable of controlling a photonic band gap to a desired wavelength, without changing a grating period, in a three-dimensional photonic crystal operated at a plurality of design wavelengths (range of wavelengths). <P>SOLUTION: The three-dimensional photonic crystal exhibits a photonic band gap and has: a first layer where a plurality of columnar structures are arrayed at prescribed intervals; a second layer where a plurality of columnar structures extended in a direction different from that of the columnar structures of the first layer are arrayed at prescribed intervals; a third layer where a plurality of columnar structures extended in the same direction as that of the columnar structures of the first layer are arrayed at prescribed intervals; a fourth layer where a plurality of columnar structures extended in the same direction as that of the columnar structures of the second layer are arrayed at prescribed intervals; and an additional layer which includes one or more layers including a discrete structure discretely disposed in a plane parallel to each of four layers.
