PROBLEM TO BE SOLVED: To provide a rubber composition capable of improving rolling resistance without impairing durability, safety, driving stability, etc. and a pneumatic tire using the rubber composition. SOLUTION: The rubber composition is obtained by formulating 100 pts.wt. diene-based rubber component with 5-30 pts.wt. fine particles obtained by forming a coating layer composed of a thermoplastic polymer which is non-crosslinkable to a rubber molecule around a core agent composed of an organic or inorganic substance having 0.005-50μm particle diameter. It is preferable that the core agent is composed of at least one kind of crushed material of a vegetable substance and crushed material of an inorganic filler for rubbers and the thermoplastic polymer is at least one kind of thermoplastic polymer composed of a chain structure mainly containing carbon and hydrogen and having≥20,000 molecular weight and≤200°C softening point.
