PROBLEM TO BE SOLVED: To provide water purifying facilities capable of reducing the operation cost of the whole facilities including a pretreatment apparatus and a membrane filter, and their operation method. SOLUTION: Control means 40 estimates the quality of treated water for each flocculant injection rate in the pretreatment apparatus 20 and makes a trial calculation of the operation cost at that time. Further, the control means 40 makes a trial calculation of the filtration resistance coefficient rc of the membrane filter 10 from instrument information on instrumentation means 30 and the estimated value of the quality of the treated water to make a trial calculation of the operation cost of the membrane filter 10 from the filtration resistance coefficient rc. The control means 40 operates to control the pretreatment apparatus 20 in an operational condition that the total of the operation cost of the pretreatment apparatus 20 and the membrane filter 10 is minimized.
