A sound absorbing plaster panel is provided to increase noise reduction effect by arranging circular or rectangular through holes in the appointed size and interval to have the optimum porosity for noise absorption without lowering the durability of a main panel body. In a sound absorbing plaster panel, a main panel body(2) has two facing surfaces and many sound absorbing spaces(4) having the porosity of 19.60 ~ 23.04 percents to reduce noise, and a finishing device having a functional coating layer to cover up one or both sides of the main panel body. Hereon the sound absorbing space of the main panel body is composed of primary through-holes(H1) and secondary through-holes(H2) having different sizes and the primary and secondary through-holes are formed in the appointed sizes and intervals to secure the maximum porosity without lowering durability, and the functional coating layer of the finishing device is installed on a base layer attached to cover up the through-holes of the main panel body to supply a foundation layer for installing the functional coating layer and placed in the appointed thickness with liquefied coating materials having noise reduction effect and heat resistance.
