PROBLEM TO BE SOLVED: To carry out locking during waiting by a user easily, securely and with small burden and achieve simplification and cost reduction of a structure for a locked waiting state. SOLUTION: Locking and unlocking of a cylinder lock J7 is carried out by rotational operation of a key between a position for freely inserting and pulling out the key which corresponds to a locked state and a position not allowing the key to be pulled out which corresponds to an unlocked state. A locked waiting state not allowing the key to be pulled out which regulates rotational operation of the cylinder lock J7 by a key J11 is created in the cylinder lock J7 for locking and unlocking by operating an operation means J8 in a locked state that the key J11 is inserted, and the locked state is held till a predetermined number of coins are fed.
