A three-set type keyboard is provided to enable a user to commonly use special characters and symbols in an English Dvorak keyboard by placing the special characters and the symbols to the same position of the English Dvorak keyboard. Hangul consonants, vowels, and final consonants are arranged in the keyboard according to Hangul creation principal. The special characters and the symbols are commonly used in the Hangul keyboard and the English Dvorak keyboard. The position of the special characters and the symbols is matched between the Hangul keyboard and the English Dvorak keyboard.
