PROBLEM TO BE SOLVED: To provide a new hair growth hair restorer which can expect hair growth or hair restoration by a mechanism different from the mechanism of the formerly proposed hair growth hair restorer. SOLUTION: A highly viscous hair growth hair restorer is prepared by extracting a seaweed viscous substance by filtering finely chopped seaweed such as a flowering sprout of wakame seaweed and a very thin variety of seaweed with cloth, mixing the seaweed viscous substance with Polygonum multiflorum and Salvia which are ground in a mortar, furthermore adding brine to the resulting mixture to raise osmotic pressure, and filtering the obtained mixture with cloth once again.
