PROBLEM TO BE SOLVED: To provide a method of efficiently producing highly concentrated brine with the concentration of≥10% by using seawater as a raw material, and to provide a system for executing the method. SOLUTION: The method of producing the highly concentrated brine comprises: a process for condensing the raw material seawater by a reverse osmosis; and a process for further condensing the seawater condensed by the reverse osmosis by a membrane distillation method, thereby obtaining the highly concentrated brine with the concentration of≥10%.
