<P>PROBLEM TO BE SOLVED: To provide a passive hydrogen-producing apparatus and a packaged fuel cell generator using the same which can produce a gas including hydrogen at a low temperature and be achieved with a small size without the energy demand on auxiliary power units. <P>SOLUTION: This passive hydrogen-producing apparatus includes a diaphragm 11; a fuel electrode 12; a fuel supply means; an oxidation electrode 14, a hydrogen-producing cell 10 composed of a means for supplying oxidant; and a gas extraction means which decomposes fuel including organic, generates a gas including hydrogen at the fuel electrode 12 side, and extracts it from there. The apparatus has (a) organic and fuel including water supplied by capillary force or gravity falling, (b) oxidant made into air and supplied according to natural spread or by natural convection, or (c) oxidant made into a liquid including hydrogen peroxide and supplied by capillary force or gravity falling.
