A reflecting layer (11) has particles or structures with regularity and/or a selective stochastic distribution and/or arrangement in such a manner that the particles or structures are arranged as photonic crystals, and heat radiation that starts downwards by the heating conductor is reflected again upward in a predetermined infrared (IR) wavelength range. #CMT# : #/CMT# Independent claims are also included for the following: (1) a radiation heating device having a heat insulation form body (2) an electrical household appliance having a radiation heating device (3) a method of manufacturing a heat insulation form body. #CMT#USE : #/CMT# Used in a radiation heating device of an electrical household appliance e.g. glassceramic stove top (claimed). #CMT#ADVANTAGE : #/CMT# The particles or structures with regularity and/or selective stochastic distribution and/or arrangement of the reflecting layer are designed in such a manner that that the heat radiation that starts downwards by the heating conductor is reflected again upward in the predetermined infrared wavelength range, thus efficiently reducing the spreading of heat over heat radiation of the radiation heating device in an undesired direction and/or avoiding undesired heating of outside of the radiation heating device during operation of the radiation heating device. The reduction of the spreading of heat over heat radiation of the radiation heating device and/or avoidance of the undesired heating of outside of the device avoids the damages to the device.
