PROBLEM TO BE SOLVED: To provide a virtual private network system that enables a dynamic N-to-N virtual private network to easily be used at charge corresponding to the number and time of connections. SOLUTION: A common key synchronous distribution server 1 once receiving requests to structure a virtual private network from user terminals 10a to 10d distributes a common key table containing common keys that the user terminals 10a to 10d should manage individually to the user terminals 10a to 10d through a network 100 to structure the virtual private network. At this time, the common key synchronous distribution server 1 ciphers the common key table by using common keys between the user terminals and common key synchronous distribution server which are distributed to the user terminals 10a to 10d in advance, and distributes ciphered common key tables to the user terminals 10a to 10d.
