PROBLEM TO BE SOLVED: To provide a tether extending device capable of suppressing an excessive impact force at the final phase of tether extension using a simple mechanism without adding active control elements such as a motor, sensor, etc. SOLUTION: The reel part to accommodate a tether T is composed of a rotary reel 10 and a stationary reel 20, and one end of the tether T is fastened to the rotary reel 10 while the other end is fastened to a release base 60, and the two reels 10 and 20 are accommodated in a cover case 40, and when a stationary wire 70 is severed by a cutting device 80, a relative speed is given to the cover case 40 and the tether T is released bit by bit from the stationary reel 20 and spread, and spreading from the rotary reel 10 having an eddy current brake is made after all tether T is released from the stationary reel 20.
