A parking meter system adapted for issuing a parking citation against a vehicle (136) that has been parked during a first time period in a parking space (108) associated with a parking meter (104) is disclosed. The system comprises a central system (102), a portable terminal enforcement terminal (116) and means for establishing parking citation data for the vehicle comprising: a) means for establishing a communications link between the portable enforcement terminal and the central system and downloading contextual data for the parking meter from the central system to the terminal; and b) means for establishing a communications link between the portable enforcement terminal and the parking meter and downloading parking status data for the vehicle from the parking meter to the terminal. c) means for automatically ascertaining an operational status for the parking meter during a first time period; and d) means for producing the parking citation, if according to the parking citation data and the operational status, the vehicle is in violation. The citation includes the parking citation data and the operational status. The contextual data comprises at least one of mete location information associated with the particular meters and information about parking rules applicable to particular meters. The parking citation data comprises at least the contextual data or the parking status data.
