PROBLEM TO BE SOLVED: To provide a link down transfer system wherein a link fault is detected in a short time by a counter device concerned in the case that a link to the counter device or a link of one of LAN ports constituting a group gets faulty. SOLUTION: Stopping sending link pulses to be sent from a LAN port is controlled in accordance with one of a fault state of its own node, a fault state of the port itself, and fault states of other ports, or combination of these fault states.
