A waste heat recovering ventilation system is provided to block introduction of flames from the outside to an inside by using a damper even when a fire is generated at the outside, thereby preventing accidental fire generation in the room. A waste heat recovering ventilation system includes a pair of dampers(150,151) for opening or closing suction and discharge duct parts(110,120) branched from a duct element(101) for controlling air flow therethrough. At least one or more heat sensors(140) are mounted outside the duct element for sensing outside heat. A control part receives a signal output from the sensor and compares the same with a set data to control the opening or closing operation of the dampers. If the measured heat is higher than a preset temperature, the dampers close suction/exhaust holes(111,123) of the duct parts.
