<P>PROBLEM TO BE SOLVED: To provide the packet transfer apparatus and its method for a multimedia streaming service, taking into consideration the storage efficiency and transfer efficiency, by applying changes in coding method to a packetizing process, based on a network state when transferring contents with the same image quality to many terminals in a multimedia streaming service that uses the Internet that a server provides. <P>SOLUTION: A content creating part encodes multimedia data to compress it. A content storage part stores a bit stream compressed by the content creating part. A packeting part packetizes the bit stream stored in the content storage part according to a predetermined coding method.
