PROBLEM TO BE SOLVED: To provide a refractory nonflammable filter capable of disposal and excellent in refractory properties and removability of oil mist, smoke and odor by adsorption. SOLUTION: This refractory nonflammable filter is formed: by applying solutions of high-molecular weight siloxane and silanolate in a prescribed volume ratio over the entire substrate for forming an air-permeable hole which is made of nonwoven fabric or rock material having a high porosity using an extra-fine mineral fiber or glass fiber material having a prescribed thickness and a size; and foaming an inorganic foam of silicon oxide in a range of 5 to 20 times by volume at a temperature of 200°C or more so that an inorganic foam of silicon oxide is firmly wrapped on the outer periphery surface of the fiber material and the entire foam is integrally adhered thereon while maintaining the porosity of the foam not less than 30%.
