PROBLEM TO BE SOLVED: To provide a construction method for detoxifying the soil contaminated with VOC (volatile organic compounds) in situ which has an effect on even the VOC infiltrated into viscous soil and by which a contaminant can be decomposed, separated and removed in situ without causing secondary contamination owing to a new substance and a problem of modifying a natural ground environment. SOLUTION: The detoxification of contaminated soil and the separation/discharge of the infiltrated VOC are promoted by agitating/cleaning the in-situ soil contaminated with VOC by using a soil cleaning unit fit to an underground digging earth auger, jetting high-temperature and high-pressure air and managing the flow passage, flow velocity and flow rate of the air which rises on the periphery of an auger blade and is to be discharged. When the targeted soil is contaminated multiply with heavy metals, a modifying material having adsorptivity of heavy metals is jetted from the earth auger and mixed/agitated with the targeted soil to insolubilize the contaminant.
