An anti-wrinkle cosmetic composition comprising ursolic acid is provided to show excellent wrinkle improving effect and provide moist and soft feeling of use by effectively dissolving the ursolic acid using the dissociation constant of the ursolic acid. The anti-wrinkle cosmetic composition comprises an ursolic acid dissolved portion including 0.01-1.0 wt. of ursolic acid, 0.005-0.6 wt.% of an acidic salt, 0.005-0.8 wt.% of an alkaline salt, and 1.0-30.0 wt.% of ethanol regarding the total weight of the cosmetic composition, an oily phase liquid crystal composition including a gemini type surfactant such as sodium dicocoylethylenediamine PEG-15 sulfate and an aqueous phase liquid crystal composition. In the composition, the oily phase liquid crystal composition consists of a gemini type surfactant, a high alcohol, a supplemental emulsifier, ceramide, and cholesterol.
