PROBLEM TO BE SOLVED: To provide a device and method which suppress a coating unevenness resolving an air entrainment and liquid pool without complicating a maintenance operation of the device when an adhesive is applied to a cylindrical body such as a cylindrical machine part by an immersion. SOLUTION: In the device, a communicating tube 9 extends from a bottom portion 8 of an adhesive tank 4 toward a liquid level of the adhesive S, communicates with the lower of the bottom portion 8 and the above of the liquid level of the adhesive S, and is inserted into the machine part 1 at an immersion position where the cylindrical machine part 1 is immersed in the adhesive S, and a support shaft 7 supporting a work supporting jig 30 above the liquid level of the adhesive S is inserted into the communicating tube 9. The work supporting jig 30 is provided with a support part 31 arranged at the inner peripheral side of the machine part 1 to support the machine part 1, and a connection 32 extending from the support part 31 upward and connected to the support shaft 7 above the liquid level of the adhesive S, and is constituted so as to be rotatable around the axis of the machine part 1 supported by the support part 31.
