PROBLEM TO BE SOLVED: To provide a tension detecting method and device, capable of monitoring tension constantly with high precision, and achieving light weight, compactness, portability, and low cost, which can be built in a small winch. SOLUTION: For a speed reducer composed between a motor and a capstan, a planetary gear reducer mechanism is provided, where a carrier 4 is set as an output shaft, a sun gear as an input shaft 1, and a ring gear 3 as a fixed element. Along the outer circumference of the ring gear 3, an external gear is formed. A rack gear piece 6 to be engaged with the external gear is provided. Drive reaction of a capstan is transmitted through the external gear to the rack gear piece 6. A push rod 7 is provided to push the rack gear piece 6 to stop in parallel to the load action line between the external gear and the rack gear piece 6.
