PROBLEM TO BE SOLVED: To provide a method and a device of simply forming a phosphor layer with a uniform thickness on a base plate having ruggednesses of fine pitches on the surface such as barrier ribs of a rear face plate of a plasma display panel, and further, a method of forming a phosphor layer with a uniform thickness on side faces and a bottom face of a cell, even with a parallel cross pattern one with a large aspect ratio, as well as a plasma panel display of excellent display characteristics manufactured by the method. SOLUTION: Phosphor paste containing at least phosphor powder is blown off from a coating liquid blast port of a nozzle, and at the same time, gas is blasted from a gas blast port of the nozzle to turn the phosphor paste into fine particles. The phosphor layer is formed in a concave part of the phosphor paste turned into the fine particles, and a plasma panel display having the phosphor layer with a uniform thickness is manufactured.
