A protective coating method by using high rate arc plasma deposition is provided to economically deposit a protective coating layer onto a substrate, wherein the coating layer has weather and wear resistances and protects the corresponding substrate from a damage caused by a radiation. The protective coating method by using a high rate arc plasma deposition comprises the steps of: passing a plasma gas through an arc plasma generator; injecting an oxygen and a reactive gas into a plasma when the latter is discharged from the plasma generator; and bringing an active substance formed within the plasma into contact with a surface of the substrate by directing the plasma containing the oxygen and the reactive gas toward the substrate which is located on an axis of a plasma plume, so that a coating layer having a wear resistance and containing a metal oxide is plasma-deposited onto the plastic substrate.
