PROBLEM TO BE SOLVED: To provide a soil-improving material without damaging the original properties of papermaking sludge-burnt ash and reducing the eluted amount of fluorine and the eluted amount of boron so as to make the reuse of the treated soil easy. SOLUTION: This soil-improving material having≤0.8 mg/L eluted amount of fluorine and≤1.0 mg/L eluted amount of boron is obtained by performing the pH adjustment of the papermaking sludge-burnt ash, kneading and granulating by using a reverse flow type mixer and then drying by using a fluidized bed type dryer.
