An optical pulse time spread device is provided to perform encoding to allocate a plurality of channels with channel discrimination even though the plurality of channels uses the same sign. An optical pulse time spread device comprises a plurality of optical pulse time spreader. Each optical pulse time spreader outputs an optical pulse as a column of a chip pulse arranged sequentially by time-spreading the optical pulse on a time axis. An i-th optical pulse time spreader comprises a phase control unit for giving a phase difference among adjacent chip pulses. The phase control unit gives the phase difference as 2piM+(ai x pi) when adjacent code values are equal, and gives the phase difference as 2piM+(2N+1)pi+(ai x pi) when adjacent code values are different, where M and N are integer and a discrimination parameter(ai) is equal to or larger than zero and lower than 2.
