The device is additionally provided with means for cooling water by external cold air around the tank. The device is made of vertical pipes mounted inside the tank. The open ends of the pipes are in communication with the ambient air. The bottom ends of the pipes are closed by the gate that can rotate in the horizontal plane and is provided with a handle drive.
