Provided is an eco-friendly concrete using natural soil, which shows excellent adhesion, solidification rate and compression strength, has a light weight, causes no cracking after solidification, and is useful as a building material. The eco-friendly concrete is obtained by the method comprising the steps of: mixing polyvinyl acetate(PVAC) having excellent adhesive property and binding capability, natural soil, water and a surfactant in a predetermined ratio; and curing the mixture at room temperature. In the concrete, the natural soil includes loess, clay including white earth, silt, sand or gravel. The polyvinyl acetate, natural soil, water and the surfactant are mixed preferably in a weight ratio of 5-30:70-95:10-20:0.5-5.
