Grooves, cut to the exterior surface of a floating barge, are in fluid communication with chambers of established shapes and sizes within the barge. The chambers are used in conjunction with energy dissipating mechanisms. The barge also include cells filled with granular material, concrete, any other material that keeps the barge afloat.
